Testing for i18n issues

Testing for i18n issues is often skipped or done too late. Currently, we don't have an article covering i18n testing strategies, like pseudolocalization techniques (expanding strings, adding diacritics), tools for i18n testing, and what to check in layout (e.g., text overflow, RTL mirroring). I think such an article would be useful for content authors.

I find myself wondering how useful that particular test is these days, given that everyone should be using UTF-8?
