Ported vr-update recipes to support Bitbake 2.9.0, aligned with OpenBMC community, and used C++20 instead for resolving compiling errors caused by sdbusplus which needs C++20 features like Requires expression, std::bind_front, or std::std::bit_cast.
Verified compiling vr-update component successfully.
