This PR updates the python version constraint to
^3.8,<3.13, so the package can be built with python 3.11 as well.This is possible because
pyinstallerhas a corresponding constraint for python<3.13.Adding python 3.11 support here also means ActivityWatch/aw-watcher-input#24 can be resolved with another PR to fix the python version constraint there as well.
