1.Only one role: 'PublisherAdmin' is not enough, because need to limit the users to access some pages, such as :Applicaiton Config, Users maintenance...So, I added a new role: SubscriptionAdmin
2.And currently, this role: SubscriptionAdmin can only access to the page: /Home.... , and 'PublisherAdmin' can access to all the pages:
This is achieved in : src/Services/Utilities/KnownUserAttribute.cs
