Deprecation of the java packages for networkanalytics

Description

Underlying service for this package is retired and the associated package is no longer supported. Please help us in bringing this down from the package manager. Also raised PR for deprecation of the azure-SDK .

All the resources associated to this service is removed and also removed public facing rest-api-specs. This is the last step remaining for us.

Also, no customer exists for using these packages.

As a step of the deprecation process, you will also need to release a new version of the package to Maven Central to make the new message in the POM appear there.

PS: SDK dev will help you re-release the lib after all process is done. But as in chat, please loop in SDK PM about the process (I've sent a notice to Josephine, but you likely want to involve all). SDK in all languages need to be involved.

Also, this is a stable api-version in service and GA SDK in Java. It would have long maintenance period.

@vcolin7 @weidongxu-microsoft, There is no new packages present for this service. The service is already deprecated and retiring stage. All the public facing apis has been brought down and no resources left. Hence would like to remove the packages for java as well.

@weidongxu-microsoft, There is no customer exists for this product and the same has been informed to @lfraleigh over mail.
