(foolproof for both installer and zip release) Changed the installer to not overwrite the existing mods_order.txt.

A full list should be more foolproof for both installer and zip release, as sfall will validate the entries before adding them to the load order chain. The downside is leaving a bunch of
Error: mods_order.txt entry not found: <component filename>in sfall-log.txt.
