Add coordination / disclosure diagrams

This small PR adds a couple diagrams to docs/topics/background/index.md that illustrate

1. the various disclosure events typical in a CVD case
2. the (often bi-directional) coordination interactions in CVD

These are similar to diagrams that appear in the CVD Guide but adapted for contextual relevance here.
