update to u-v coordinates for wafers and cells

Addresses #64

Changes proposed in this pull-request:

• move to u-v coordinates for cells and wafers, see Cells and wafers are pairs of integers instead of single integer in new geometry #64

To be done:

• Phase2-hgx151 Modify RecHitTools for servicing old and new geometries cms-sw/cmssw#24504 needs to be merged
• need recipe with the above CMSSW PR

Do not merge until this isn't done.

Need to merge this now to make ntupliser compile with CMSSW_10_3_0_pre5 - currently no direct interface to x-y values, keeping #64 open for that reason.
