This PR contains the initial setups of the working environment for libp2p-webrtc and litep2p. It uses what smoldot uses regarding webrtc-direct to connecting with another peer(aka litep2p, WIP).
It also contains a high level notes on how smoldot uses libp2p-webrtc, specifically the major steps of how it is used in smoldot codebase, and where they are.
