13 is being deprecated. Clang version based on the clang offered by homebrew, as that seems to match the clang 15 for macos-13.

13 is being deprecated actions/runner-images#13046
Describe the solution
Bump to MacOS 15.
The clang version is based on the homebrew version, as that matches the value for macos-13.
Describe alternatives you've considered
I am unsure if the MacOS build cares about architecture - there is a dedicated intel runner if it does.
macos-15 is ARM (and macos-15-intel will be the last x86-64 mac runner), macos-13 is intel.
Testing
The MacOS build should pass.
