Ports MetaMask Services reference content (ETH JSON-RPC and bundler) into the repo, with link-rewrite config and CI method example data.

• Docs:
  • Ported reference content: Adds extensive MetaMask Services reference partials for Ethereum JSON-RPC and bundler methods under docs/single-source/between-repos/Plugins/MetaMask-ported-data/reference/_partials/.
  • Example ported data (CI method): Adds services-index.md and Base network JSON-RPC docs (reference/base/json-rpc-methods/) in docs/single-source/between-repos/CI-method/example-ported-data/.
  • Method overview: Introduces docs/single-source/between-repos/CI-method/index.md describing the CI sync approach; adds Plugins/MetaMask-ported-data/not-ported/README.md placeholder.
• Config:
  • Link rewriting: Adds _maintainers/link-replacements.yaml with generic patterns to rewrite /services/... links to local /reference/{network} paths or external services URLs.
• Env/Ignore:
  • Adds .env.example; updates .gitignore to ignore .env and maintainer logs.
