Adds USDSA and bumps the token list version; reorders several entries and makes minor metadata tweaks.

• Tokens:
  • Add USDSA (native, 0x176211869ca2b568f2a7d4ee941e073a821ee1aa, 6 decimals) with logo and timestamps.
• Data:
  • Bump version to 1.60.4.
  • Reorder multiple tokens (e.g., APE, LINK, LUSD, LBR, DSLA, Mendi-related) without changing core data.
  • Minor metadata updates (logos/timestamps) for a few entries.
