Combined SVG and HTML repos, with cachingProcessors and functionality for building more complex objects.

history

2017-01-01 the svg and html libraries were combined into this single project. Also the caches in svg2xml and the textProcessing functionality were all moved to svghtml.

Covers most of the "static" elements of SVG (i.e. those that may appear in a display) but not the animations.
