This PR begins migrating CtrlPanel’s UI from AdminLTE3/Bootstrap to Tailwind CSS, as proposed in #885. The work is being done incrementally, by folder/stage, for clarity and review. Migration includes layouts, components, controllers, and individual views for a customizable theme.

This PR will only be merged after the folder structure and migration sequence are agreed upon and completed. Reviewers can track progress via the checklist; additional feedback and contributions are welcome. No CDN dependencies; all scripts shipped in-app per community guidance.
WIP: Not all files have been migrated yet; more commits to follow as each stage is completed.
