Added sb3-extra-buffers to the project page

Description

As suggested in Stable-Baselines-Team/stable-baselines3-contrib#298, I have added an entry into the projects section of SB3 docs, with a description of the project: https://github.com/Trenza1ore/sb3-extra-buffers

Motivation and Context
