The new workflow does not explicitly include references as a json but bikeshed does pick up an biblio.json in the root folder.
Bikeshed did not like the closed image tag and was complaining about an obsolete reference. We should also address the issue with the reference, but here we are marking it as obsolete explicitly for now.
