0.4.0 Release

Release 0.4.0 is a major iterative release over 0.3.x, following a major re-write of the core application to facilitate a modular approach - allowing plugin modules to be selectively added/removed, and configured via a user editable configuration file.

This release also brings performance improvements thanks to a more efficient PySerial readline routine which greatly reduces system CPU usage when receiving 10Hz data.
