In RHEL 9, we rely on packages provided by EPEL, such as gRPC or protobuf. Other operating systems may have additional requirements that we may have to add as support of edb_otel extends further.
Added a parameter as per [DOCS-1555](https://enterprisedb.atlassian.net/browse/DOCS-1555)

Changed relevant docs to reflect the new default for `enable_routing` and `enable_raft`.
This deprecated parameter was removed from function bdr.join_node_group() in PGD 6. DOCS-1449.
