Removing overset two-phase reinitialization

Summary

Despite its theoretical elegance, the reinitialization approach has been shown in tests to perform worse than a simple adjustment to the pressure coupling near the intersection of the overset interface and the phase interface. Which is what happens when no reinitialization iterations are performed.
