[Bug]: Engineers fail to assist shield upgrade is issued while shield is still under construction

Describe the Bug

When you assist a shield that is under construction with a queued upgrade, the engineers assisting will target the shield instead of the upgrade upon completion. Resources are drained, but no additional progression for the upgrade.
