Pass Order Cleanup

This PR restructures the PassOrderingHelper code. Minor bug fixes.

• There is an issue with the mermaid-printed order: A pass added as a hard dependency but not registered explicitly will be scheduled correctly by the PassOrderingHelper - however the Mermaid output is wrong leading to a lot of confusion. This issue does not happen when the pass is registered explicitly -> needs more investigating.
