Build whl files and create release for tags

Rationale for this change

This creates a release for tags and adds whl files. Those then can be used via pip install.

What changes are included in this PR?

This adds a workflow that builds the whl files and, when run on a tag, creates a release and attaches the whl files.

This ports #2 and #3 to 20.0.0-gr.
