This change added an optional
ckanext.datagovtheme.harvest_next. If set defaultfalse, it has no effect on current catalog.If set to
true, the extension works withoutckanext-harvestdependency.TODO:
need to have the correct links to harvest object and harvest source. As of now the links point to 404.
