- makes h5 and h6 match h4 text size, color and margins
- adds h1 titles to Apply for Inclusion and Moving Forward, Together
- adds updated titles to tabs for policy archive pages
Force h5 and h6 to be the same size as h4 for readability
specify 14px
make h5 and h6 black
separate heading color and top margin spacing
adjust marjin for h5 and h6 to match h4
