The main new feature is the integration of APEL accounting.
In addition, this PR includes:

  • configuration of jobroutes (static → dynamic)
  • cleanup of code (HTCondor-CE 4 is simpler)
  • updates according to the latest documentation from OSG
  • authentication improvements (certificates, fetchcrl, ARGUS via lcmaps)
  • BDII improvements
