[TTAHUB-3820] Remove inline buttons from headings

Description of change

The help drawer toggling buttons (appearing as links) that were previously inline on headings within the "sub-pages" of the QA dashboard (Recipients with OHS standard FEI goal and Recipients with OHS standard CLASS goal) have been moved underneath the headings to create a better screen-reader experience.

As part of this change, the code that displays the headings on certain widgets was refactored and simplified.

How to test

• Please confirm widgets on the QA dash, resource dash, and the communication log table have correct internal padding/margins. All other "legacy" widgets and tables are unaffected.
• Change is deployed to sandbox
