User Story

As an OPS user, I need to identify a contract as new as opposed to continuing so that I can categorize and act on the contract accordingly.

Prerequisites

#3267 is done first

Acceptance Criteria

  • New Agreements are considered “New” until the FY after its been awarded
  • An agreement that has been awarded and is continuing into the next FY after award
  • A New Agreement could have BLs in Draft, Planned, Executing or Obligated Status (but never only Draft)
  • All Continuing Agreements have been Awarded
  • When contract data is exported, the boolean state of new vs. continuing is included as an attribute

Definition of Done Checklist

  • UI works as designed (UX team)
  • Usability validated (UX team)
  • PR(s) have been merged to main
  • Design/tech debt eliminated
  • New design/tech debt documented (if applicable)

@npage123 @andressacurvelo @kimschulke I'm not sure if there's any uncompleted design work needed for this or if everything is already in figma as expected. Please feel free to add/remove labels as desired.

In my understanding from previous discussions with OPRE, new vs continuing is a reporting need for Sheila and not a distinction other everyday users like CORs would be familiar with, so we decided not to display these distinctions in the frontend/UI. However, we do display whether or not an agreement has been Awarded in the frontend/UI which is more "plain language" for the everyday OPS users and that is tracked via #3267

I should also add, in the future we discussed possibly showing new vs continuing on the dashboard pages for the procurement team and budget team
