DataFrame.append() has been deprecated since 1.4 (https://pandas.pydata.org/pandas-docs/version/1.4/reference/api/pandas.DataFrame.append.html). Assuming new IDR pilot instances are installing up to date pandas v2+ a rewrite was necessary.
