This PR adds the mssing DRC rules for the SG13G2 process using KLayout.
It is based on and extends the work from the initial KLayout DRC PR #529

Key updates include:

  • Implementation of missing G2-specific DRC rules
  • Enhancements to run-time options (e.g., new switches for better control)
  • Improvements to documentation and rule set organization
