This PR adds some small changes for the Acorn & WCOSS2 site configs.

I assume this should go into release/2.0 ?

I'm not sure, I'm going to decide if/when my harfbuzz/pango changes go into main Spack. I'm thinking of skipping deploying 2.0.0 on Acorn anyway since I don't think it's likely that UFS etc. will move to it.
