I don't know why, but the debian mirror we're downloading from appears to have dropped all the bullseye ppc64el packages: shows no does. So we probably need to upgrade everything to |

Updating the debian version seemed like the simplest approach (bullseye is EOL anyway). Needed for JuliaCI/julia-buildkite#474.
