This PR stores the
mlir-jl-tblgenbinary in an artifact and introduces thetblgen_exemethod for accessing to it.This is of interest for external dialects. For example, a hypothetical StableHLO.jl package could reuse
mlir-jl-tblgento generate the bindings to theStableHLOdialect.
