TagBot now checks all releases every time, so old releases should be automatically created when TagBot is set up or triggered on a repository.

### "Failed to connect to the docker API"

TagBot requires that the CI runner supports containers.

In particular, the GitHub-hosted `ubuntu-slim` runners do not support containers and thus cannot run TagBot.

If the CI runner doesn't support containers, you might see error messages like this:

- "failed to connect to the docker API"
- "dial unix /var/run/docker.sock: connect: no such file or directory"
