v0.2.0: First full-featured version

Implemented in this package:

• PBRF calculation (expansion coeff => Fourier components of refletance matrix)
• Tabular expansion (scattering matrix => expansion coeff)
• SSF correction (expansion coeff => SSF-corrected expansion coeff)

The first is written in Fortran, and the rest two are written in Julia. All implementations are based on the corresponding Fortran code at GISS.
