The Windows 2019 runner image is being deprecated and removed in June, so this PR upgrades to Windows 2022 and Visual Studio 2022.

See here for a successful build without cache hits.

This upgrade will allow using Qt 6.6 and onward in #7339 since Qt 6.5 was the last version to support VS 2019.

Upgrade to Windows 2022 build runner and Visual Studio 2022 for MSVC builds.

Continue installing Qt 5.15.2 with the Visual Studio 2019 option since it doesn't provide a VS 2022 option.
