Update the OApp example so that:

  1. Enforced options actually works. At some point our lz:oapp:wire package changed so that it REQUIRES enforced options in any contract using the CLI, otherwise the wiring reverts.
  2. Adds better comments and descriptions for how to modify this example contract.
  3. Adds a simple task to call sendString after deployment.
