Bespoke navigation - initial review

This is the version of the bespoke navigation library which was initially reviewed by DAS and judged to be superior to the production system.

This version does not have:

• any visual styling (for mobile, horizontal, or vertical menu layouts)
• quite the right javascript code (need to handle focus after the escape key is pressed)
