So, per the Glossary, F-rated units get -1 on their reliability, which apparently equates to a -1 modifier on the morale roll which apparently cancels out part of the Decisive Victory going on here. This would appear to be identical to something reportedly fixed in the later comments on #8082 , so i'm not sure if this is a logic error i'm seeing, or if the player-facing report/Glossary entry simply needs to be updated.
