On Windows systems with a lower version of the NET Framework, TLS 1.0 is used by default when no TLS version is specified, but some sites (such as
raw.githubusercontent.com) have blocked TLS 1.0, so access will fail, the system will prompt:The workaround is to specify TLS version 1.1 and 1.2.
