• Bumps the Fire Event Explorer to v0.7.1 to introduce the mobile layout + a few optimizations for the Deck.gl layers on mobile.
• Created a follow-up issue on further mobile optimizations that can be tackled: Further mobile performance optimizations for the Fire Event Explorer veda-ui#1827

Also, I can only get the mobile experience on my mobile device, it's not responsive to screen width when I try this on my computer. Maybe that's okay, but it's different than what I've seen from us in the past.

@snmln Something is odd with the build, I even removed the packageManager from the latest commit in the Fire Events tool repo to rule out packageManager inconsistency, but it still fails 🤔

EDIT: Seems like an earlier issue that we fixed, that was related to inconsistency between the Parcel version used in the project and USWDS versions above 3.11.0
