Update documentation in accordance with NSF policy

Description:

NSF has updated their brand policy for federally funded research and development centers that are predominantly funded by NSF. NSF NCAR falls under this policy. The NSF NCAR logo must be paired with the NSF logo in all instances, with the NSF logo to the left and slightly larger than the NSF NCAR logo. Additionally, written descriptions of "NCAR" must be changed to "NSF NCAR."

This pull request implements all of the required changes to the documentation.

Two notes:

• The changes to the documentation make corrections even if they are anachronistic. For example NCAR HPSS is changed to NSF NCAR HPSS even though the decommissioning of HPSS predates the November 2023 change to the NSF brand standards.
• The change to the logo should be considered temporary, since there has yet to be an NSF-approved "lockdown logo" configuration.
