Documentation update the brief hist dart

Description:

This pull request updates "brief history of DART" in the documentation.
A "brief history of DART" only went up to 2017, now has v10, v11 and a link to the releases (and notes) on GitHub.
The number of papers & releases has been updated.
The google scholar links now go to the list of "cited by" results.

The commit 392dd07 changes the table to a list table, which makes it so the table width can be set and so you do not have to faff around with +===+ +---+ | lining up when adding entries.
