This reverts commit 0d18ef3. This doesn't work how I thought and even a correct version is less performant than just a single call.

The push failure may be due to the github action workflow permissions (not the organization package permissions) being set to read only. This has been updated and retesting. My understanding is that it may be better practice to either run tests prior to pushing (see "Test before push" in the build-push-action examples) when running via a PR or to not run via a PR at all an push on a different trigger (after having passed other test checks triggered by the PR). |
