This PR will add in an AMD intel oneapi platform to SHiELD and AM5.
-DHAVE_GETTIDis defined in the template files (See https://github.com/NOAA-GFDL/mkmf/blob/main/templates/ncrc5-intel-classic.mk#L94) so I am removing it from the compile.yamlI tested an am5 compile on amd and it was successful. we are still testing SHiELD and will create further PRs for SHiELD if needed.
