Add timeseries operating reserve outputs #268

Add timeseries operating reserve outputs for each tech for off-grid only
Change units for total timeseries operating reserves required and provided to kW (from kWh)
Also added a pv_station_distance_km output to pvwatts api call, but have not integrated this into outputs
Note: I'm pretty sure "Single RC Model heating only" test is failing because REopt.call_pvwatts_api() is using officially registered REopt and therefore expecting two returned values ?
