Audit and remove repeated logic in repos that use hm-pyhelper

We use hm-pyhelper in several repos, including but not limited to the following:

• hm-diag
• hm-config
• hm-pktfwd
• hm-dashboard
• hm-block-tracker
• Hotspot-Production-Tool
• helium-miner-software

We haven't checked in a while to see if there is duplicated functionality in these repos that could be migrated into hm-pyhelper instead, to avoid duplication.

We should audit all the repos and check for duplicate functionality and where found migrate it to pyhelper
