- Fixed an issue where pops not on culture cores weren't assimilating appropriately.
- Fixed a long time issue where annexing an ai during a war would cause that war to null and end immediately if annexing the ai was the only wargoal. Free peoples now behaves properly as if this is vanilla for this mechanic.
- Fixed a bug with ai spamming the mechanics explanation decision.

- Fixed a bug with save files and religion bricking.
- China and all of its substates now have mutual military access (and Korea), solving a weird AI bug where China was not assisting Korea against Japan.
- China will no longer be pop nerfed, but all of its cores will now be set to 30 liferating. (No Bonus pop growth from liferating)
- India will no longer be pop nerfed, but all of its cores will now be set to 30 liferating. (No Bonus pop growth from liferating)

- Economic Change:
- Free Trade and Protectionism now both have the same minimum (-25%) and maximum (75%) tariff caps.
- All economic policies have had their taxation restrictions removed. You may now tax your pops freely regardless of party.
- Factory Changes:
- Cement Factory no longer requires 300 cement to build. Substituted for 300 coal.
- Regular Clothes Factory now gets a 15% output bonus from Luxury Clothes Factories.
- Tech Changes:
- Sardinia now starts with Army Professionalism.
- Naval professionalism buffed from +5 Naval Org per tier -> +10 Naval Org per tier.
- Inventions Changes:
- Biologism education efficiency bonus has been increased from 15% --> 50%.
- Event Changes:
- Italian recognition of Argentina event no longer gives immigration bonuses to Argentina.
- Imported Pero's ACW event file to reduce the spam.

- Yugoslavia formation has been fixed and can be made by any southern slavic tag.
- Russia:
- Convention of Peking now gives Russia a free acquire substate CB.
- Prussia:
- Made acquiring the Prussian Tech School significantly easier. No longer requires 500 industry, cheap steel, and the prerequisite ruhr boom decision.
- Russia:
- Russian Imperial Academy tech school decision no longer requires naval professionalism. (Only Army professionalism)
- Persia:
- Readded the Afghanistan core decision, Reclaim Herat.
- Italy:
- Italia Irredenta now also gives a core on Malta.
- Added an Italian Cavour's Diplomacy decision.
- Austria:
- Accepting the Croats decision no longer requires 50 prestige and psychoanalysis tech. Also, no longer requires you to avoid Bavarian cores.
- Accepting the Slovenes decision no longer requires 50 prestige, psychanalysis, and social science tech. Also, year to execute moved from 1875 to 1870.
- Arabia:
- Arabian Formation now adds cores on Syria and Iraq and removes their corresponding cores at the same time.
- France:
- Eiffel Tower decision is now visible from the beginning and only requires cheap steel.
- French Indochina decision is now visible from the beginning.
- USA:
- Ostend Manifesto is now visible from the start.
- Spain:
- Spain can now see the Philipino education decree and Gibraltar question decisions from the beginning.
- Puppet Release Decision no longer costs prestige.
- RGO change decision will no longer target colonies.

- Ottomans no longer accept Albanian.

- Fixed Normandy's starting admin efficiency.
- Map Changes:
- India is now a substate of the UK. That means you may directly take land from India via the take substate region CB on the UK, but you may not release India from the UK. This also makes India immune to the new steal puppet CB. (Added a check to make sure this works properly with British lapse.)
- West Indies Federation starting cores have been removed.
- All of South America has been set to 36 liferating (1 LR buff) and Mexico has been set to 35 liferating from the start (rather than by event).
- Philadelphia and Valera now have ports.

- Imported Corgi Canada consolidation.
- Removed Commonwealth Cores in South Africa.
- Peru:
- Consolidated the starting 5 states in 4.

- Removed Russian cores on the state of Budjak.
- Kotor (Montenegro) as well as Cernauti and Suceava (Moldovia) no longer have Austrian cores.

- Straits added to Indonesia/Malaysia to make them easier to navigate with armies. (Ternate-Jilolo, Ambon-Ceram Flores-Alor Lae-New Britain Ambon-Ternate)
- Scandinavia now has a canal to simulate the Danish Sound, similar to the double canal locks in the Turkish Dardanelles, that blocks enemy naval traffic into the Southern Baltic Sea from Oresund. For an enemy to bypass this canal they must occupy Copenhagen.
- National Value Changes:
- Removed base experience from Order NV.
- Military Changes:
- Forts and Naval Bases have had their goods cost significantly increased, initial costs day 1 are about 100,000 per province construction.
- Germany:
- Prussia now starts with 50 brigades, 40 of them are built into 4 meta stacks.
- All Player Spawned Generals (John Cena, Ferdinand Foch, etc) are not 3/3 instead of 4/4.
- Mobilizing no longer raises Crisis tension.
- Army Changes:
- Lowered the combat width reduction in Bolt Action Rifles and Modern Divisional Structure from -3 to -2.
- Naval Changes
- Reverted Capital Ship changes from 12.1.2 (Just reclassifies old capitals back to capitals)
- Ships must reach at least 50% of the battle travel distance before they can retreat.
- Naval Bases have now been limited back to 1 per state.
- Naval supply is now visible instead of the old infinity symbol so you can mouse over and see your number of ships as you can in vanilla (Thank CE)
- Cruisers have been given 25% dodge chance (evasion). Vanilla dodge chance is 30%.
- General Changes
- Added contingencies to prevent late game issues with world bank actually achieving its needs.
- Religion and its ui elements have been removed entirely to help reduce lag, but can be readded at a future date.
- War Exhaustion now decreases faster as you approach 100% war exhaustion.
- War Exhaustion now decreases tax efficiency and tariff efficiency up to a maximum of -10% for both (@ 100% war exhaustion).
- Day 2/3 money event now occurs immediately upon game start on Day 1.
- Raised global literacy gain from 0.04 -> 0.06
- Railroads can now have all of their tiers built in all terrain types.
- Added tons of UI QoL changes.
- Infamy Sanctions now apply immediately and can no longer be held as an event to prevent being punished.
- Losing to rebels will no longer break your alliances.
- Added CE's Minimum Stockpile mechanic, manual stockpiling is now at a minimum of 300.46 (don't ask why .46) to prevent shadowfunding.
- Added CE's declutter decisions pushing events like pop changes to GHO background decision so it occurs immediately day 1 instead of awkwardly on day 2 or 3.
- Tuscany, Modena, Parma, and Lucca now start as Austrian puppets.
- Rostov will now benefit from Ukrainian breadbasket.
- All pop growth has been removed from size modifiers.
- Pacifism supply consumption has been nerfed from -25% -> -15%
- Removed Sanitarium.
- Vassals no longer receive tech bonuses from their overlord.
- Overseas maintenance has been significantly increased from 5% -> 40%.
- Swapping Tech Schools no longer has any prerequisites.
- Added a host money giving decision to help keep the world bank afloat late game.

- Added a Mechanics and Scenario explanation decision, credit to CE, that is rewritten to provide information about IGoR.
- Removed Baltic Empire decision from Sweden.
- Bugfixes:
- Fixed the issue where uncivs had to wait a month before westernization after passing a tech reform, now you can just freely westernize immediately after a reform.
- Fixed Arabian Formation so it no longer deletes North African cores.
- Fixed an issue with Liferating buffs on Persia. If Persia starts as a player, it should now scale properly to 37 liferating.
- Fixed a lowercase C in Trinket Health Care.
- Fixed an issue with PBA formation not deleting portugese cores, causing double core in portugal states.
- Removed Enosis with Greece decision, it did nothing.
- Fixed a bugged core on Norfolk Island.

- (Bugfix) Removed leftover buildings from decomissioned production types in buildings file (dye, leather, wool factories)
- Total War CBs and Zombie mod have been removed (they were locked behind a host decision and contributed greatly to event/decision bloat)

- (Bugfix) Removed a bugged Opium War Event.
- (Bugfix) Fixed an issue where released commonwealth didn't have cores in second start date.
- (Bugfix) Removed non-existent nations from the UK's sphere so its less idiotic looking.
- (Bugfix) Streamlined migration target logic to exclude unemployment and such.
- (Bugfix) Civilized nations may now declare place in the sun CBs on uncivs to prevent a bug from occurring with uncivs having colonies.
- (Bugfix) Unciv nations may now declare take state and take capital CBs on Civilized nations.
- Reclaim Herat decision by Persia no longer gives free cores across eastern Central Asia.
- (Bugfix) Unciv tech gain should now only give popups on the first day of hosting the game and after westernization. Westernization no longer requires a rehost.
- Arabian Formation Changes:
- Arabia no longer receives free cores across all of "Arabia"
- Requirements for Arabian formation are now identical to Scandinavian Formation list below:

- All existing Arabian Culture Group cores will be wiped upon formation and only the starting tags cores become Arabian (most likely Egypt). You must eat and spread cores naturally to all of "Arabia", but this will occur quite quickly due to Arabian having all of these pops accepted. This is to prevent cheesing the huge amount of cores Arabia used to start with from Morocco to Iraq.
