What is the context of this PR?

This PR updates ruff to v0.14.7 and pytest-cov to v7.0.0

This is split out from #1782 due to some issues raised that need to be investigated

How to review

  • Tests pass
  • Runner spins up locally and loads schemas as expected

Checklist

  • New static content marked up for translation
  • Newly defined schema content included in eq-translations repo
