RDRP-1043 update apportionment tests for short to long case

There is a bug in site apportionment in the case of forms that are long form "check needed" status, imputed with MoR, where the reference was short form in the previous period. The percentage comes out at 200%

This code updates the unit tests to cover this scenario, as a step towards fixing the bug.

This branch also deletes some legacy empty folders (just containing init files) and introduces a new scrip to output a data frame coded in a unit test to a csv file for manipulation (in the helpers)
