GDAL-GRASS GIS driver 1.0.0

Release of driver in its own GitHub repository

The GDAL-GRASS GIS driver, used for reading GRASS GIS data via GDAL/OGR has been extracted from GDAL into a separate GitHub repository for easier maintenance.
